§ 151.03 INTERPRETATION.
   In the interpretation and application of this Chapter, the provisions expressed herein shall be held to be the minimum requirements, and shall be liberally construed in favor of the Village, and shall not be deemed as a limitation or repeal of any other powers granted by State Statutes.
