§ 123.01 APPLICATION AND DEFINITIONS.
   (A)   This chapter shall apply to private taxicab and livery services and does not apply to the provision of public transportation service funded in whole or in part by Place Suburban Bus Division of the RTA, or another government unit.
   (B)   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ADMINISTRATOR. The Village Comptroller/ Manager of the Village of Schiller Park or his designee.
   BOND STICKER. Certificate issued by the State of Illinois as evidence of the holder's compliance with the provisions of the Illinois Vehicle Code which require proof of financial responsibility.
   BUSINESS LICENSE. A Village of Schiller Park business license. (A license for a public passenger vehicle shall be issued as of November 1 and shall be effective until October 31 of the following year unless suspended or revoked in accordance with this chapter.) There are hereby established two classes of business licenses under this section for purposes of authorization of the operation of public passenger vehicles:
      (1)   TAXICAB LICENSE. A business license authorizing the holder to operate taxicabs in the Village.
      (2)   LIVERY LICENSE. A business license authorizing the holder to operate livery vehicles in the Village.
   CHAUFFEUR.
      (1)   All persons employed by another for the principal purpose of driving a motor vehicle; and
      (2)   All persons who operate any motor vehicle when in use for the transportation of persons or property for compensation; and
      (3)   All persons, except those who are engaged in a ride-sharing arrangement, who are employed to operate a commuter van while transporting persons to and from their place of employment.

   CHAUFFEUR'S ID CARD. A permit issued to an individual which authorizes the individual to operate a taxicab or limousine within the Village.
   LICENSEE. The holder of a business license.
   LIMOUSINE. See LIVERY VEHICLE.
   LIVERY VEHICLE. Any public passenger vehicle intended to be used for the transportation of persons for-hire when the payment is not based on a meter charge, but is prearranged for a designated destination on contract or hourly basis.
   OPERATE. To ride in or on, other than as a passenger, use or control in any manner the operation of any device or vehicle whether motorized or propelled by other means.
   OWNER. Any person having the use or control of one or more taxicabs or livery vehicles as herein defined.
   PACKAGE DELIVERY VEHICLE. Any public passenger vehicle which also delivers packages pursuant to an Illinois Commerce Commission permit.
   PERSON. Any natural person, corporation, partnership, unincorporated association or other legal entity.
   PUBLIC PASSENGER VEHICLE. Taxicabs and livery vehicles used for transportation of passengers for hire.
   PUBLIC PASSENGER VEHICLE AUTHORIZATION. A medallion, sticker or other device issued to a licensee which is to be affixed to every public passenger vehicle.
   SAFETY INSPECTION STATION. Official State of Illinois testing station or such other facility designated by the President and Board of Trustees to conduct the safety inspections required or provided for by this chapter.
   SENIOR CITIZEN. Any human being 60 years of age or older.
   TAXICAB. Any public passenger vehicle equipped with a taximeter and used for the carriage of passengers for hire to or from destinations as directed by such passenger(s) and any vehicle registered as a taxicab by the Secretary of State.
   TAXIMETER. Any mechanical, electric or electronic device installed in a taxicab, which calculates and indicates the fares in dollars and cents, measures the distance traveled and time elapsed, and indicates other charges which may be due.
   TAXIMETER TESTING CENTER. A taximeter service center designated by the President and Board of Trustees to conduct testing, certification and sealing of taximeters as required by this chapter.
   WAITING TIME. Any time, after acceptance of a passenger but prior to discharge, when a public passenger vehicle is not in motion.
