§ 120.24 QUALIFICATIONS OF APPLICANT.
   The Village Clerk or other person authorized to issue the license shall deny issuance of the license to any person who is not of good moral character and any person who shall have been found guilty by a court of competent jurisdiction of any offense denoting moral turpitude shall, prima facie, be presumed of bad moral character.
