§ 120.17 SUPERVISION AND MAINTENANCE.
   (A)   Each motel or hotel shall have at least one competent attendant or caretaker available at all times. It shall be the attendant or caretaker's duty to receive and deliver telephone messages; to maintain the premises, facilities and equipment in a clean, orderly, and sanitary condition and free from rodents and vermin; and to assist, communicate with, and cooperate with law enforcement officials in maintaining the public health, welfare, and safety.
   (B)   It shall be unlawful to knowingly permit any fugitive from justice to stay in any motel or hotel. Each motel or hotel shall keep a register of all guests. This register shall contain the full name, legal residence, and phone number of all individuals renting or occupying the motel unit or guest room; the make, type, and license number of the guest's vehicle if the vehicle will be parked on motel or hotel premises, the signatures of all individuals renting the motel unit or guest room, the number of the motel unit or guest room occupied, the rate charged and amount collected for rental of the motel unit or guest room assigned to each guest, the method of payment used to rent the motel unit or guest room, the documentation used to verify a stay in excess of thirty (30) consecutive days as stated in § 120.27, and the date and time of arrival and departure. The register shall be available for inspection by law enforcement officers for a period of not less than three (3) years. Each Motel Authority or Hotel Authority shall require each individual to provide a government-issued identification document when checking in and shall keep a record of every government-issued identification document related to a stay through the duration of the stay and for one hundred eighty (180) days thereafter. No person shall procure or provide lodging in any motel or hotel, or any services therefrom, through misrepresentation or production of false identification which misrepresents the identity of the individual procuring or providing lodging or services. The Motel Authority or Hotel Authority shall take all reasonable steps, including but not limited to, providing training regarding this chapter to ensure that the employee who checks an individual into the motel or hotel complies with the provisions of this chapter. An employee who has not been trained shall not be assigned to check individuals into the motel or hotel.
   (C)   All floors in the bathroom shall be thoroughly washed and disinfected for each incoming guest.
   (D)   All areas shall be kept free from rubbish, litter and flammable materials at all times, and no flammable liquids or chemicals shall be kept on the premises unless they are in a special room designed and constructed so as to be fireproof.
   (E)   All sheets, towels, and other linens furnished for each motel unit or guest room shall be clean and freshly laundered at least once every seven (7) days and before any new guest checks into a motel unit or guest room.
   (F)   Paper cups in proper dispensers shall be provided in each motel unit or guest room. If drinking glasses are furnished in lieu thereof, they shall be washed and sterilized for each new guest.
   (G)   The entire motel establishment or hotel establishment shall be operated in such a manner as to provide clean, wholesome accommodations to the guests at all times. Without limiting the generality of the foregoing, it shall be the duty of the Motel Authority or Hotel Authority to keep the furniture, furnishings and equipment and the premises as a whole in a good state of repair and maintenance. All motel units and guest rooms shall be cleaned at least once every seven (7) days and before any new guest checks into a motel unit or guest room.
   (H)   In any motel unit or guest room where cooking facilities are provided, fly-proof and metal containers shall be supplied for garbage and refuse, and it shall be the duty of the Motel Authority or Hotel Authority to promptly remove and dispose of the garbage and refuse.
   (I)   Any area or premises of the motel or hotel open to use by the public or by all persons staying in or being accommodated in the motel or hotel shall be kept adequately lighted at nighttime, provided that the lights shall be shaded or regulated so as to prevent them from shining upon any adjacent premises.
   (J)   Each motel unit or guest room shall be numbered in a plain and conspicuous manner. No two (2) motel units or guest rooms shall bear the same number. Each Motel Authority or Hotel Authority shall maintain a current floor plan of the motel or hotel premises showing the location of all motel units or guest rooms and their numbers and shall make the floor plan available to law enforcement or fire personnel, if needed, when responding to or investigating an incident on the motel or hotel premises.
   (K)   Each motel unit or guest room telephone or every motel or hotel phone system shall automatically identify the specific room number that an emergency telephone call is initiated from.
   (L)   All motels and hotels shall be improved with secure doors, alarms, and a video surveillance system, all to the satisfaction of the Director of Police. Each video surveillance system shall: 1) include, without limitation, cameras, cabling, monitors, and digital video recorders (DVR) maintained in proper working order; 2) provide continuous digital surveillance, twenty-four (24) hours per day, seven (7) days per week, of all registers, check-out stands, exterior entrances and exits, interior hallways, lobbies, swimming pool areas, exercise facilities, loading docks, and parking areas of the motel or hotel; and 3) produce digital images sufficiently clear and bright to enable identification of individuals and activities recorded, for no less than thirty (30) days. Areas with video surveillance cameras shall include artificial lighting as may be necessary to ensure that cameras capture images sufficient to identify recorded individuals and activities. The Motel Authority or Hotel Authority shall maintain all video surveillance systems in proper working order at all times. The placement of cameras included in the video surveillance system shall be approved by the Director of Police. The video surveillance system shall be subject to regular inspection by the police department, who is authorized to inspect any such system, during business hours and upon notice to determine whether the video surveillance system complies with the requirements of this subsection. If the video surveillance system does not comply with the requirements of this subsection, the Motel Authority or Hotel Authority shall take immediate steps to bring the system into compliance. All motels and hotels shall maintain a security plan which shall include all implemented security measures. Security plans and documentation for approved security measures shall be kept on file and made available to the Village upon request.
   (M)   Each Motel Authority or Hotel Authority shall immediately report to the police department all suspected or alleged violations of law occurring at the motel or hotel that were either witnessed or made known to them by an employee, guest, or visitor, or other person on the premises of the motel or hotel.
   (N)   All information required to be procured and kept pursuant to this subchapter shall be kept strictly confidential in accordance with state and federal law and shall not be provided to any person except to a federal, state, or local law enforcement officer or to any officer empowered to enforce this subchapter.
   (O)   All information required to be procured and kept pursuant to this subchapter shall be provided to any federal, state, or local law enforcement officers or officer empowered to enforce this subchapter, upon demand, and in no event later than twenty-four (24) hours of the officer's demand and a representation by said officer that a reasonable suspicion exists that such information is relevant to a then-pending inquiry of investigation. Nothing in this requirement shall be construed as giving any such officer any greater right or license to enter a room or invade privacy than the officer shall otherwise possess as a matter of law, probable cause, constitutional law, statutory right, or warrant.
