The owner or manager of any apartment rooming house, boarding house, hotel or motel within the Village shall provide heat to those persons occupying the rental units as provided in the following schedule:
(A) A minimum temperature of 68° F from 6:30 a.m. through 10:30 p.m. averaged throughout any room occupied by the tenant.
(B) A minimum temperature of 63° F from 10:30 p.m. through 6:30 a.m. averaged throughout any room occupied by the tenant.
