(A) Carts or curbside carts will be provided to single-family and two-family dwelling residences. The contractor shall furnish and deliver carts for MMSW in small, medium, and large sizes to residential dwellings. Residents shall be allowed to choose the number and size of the carts for their residence and will be billed according to the Rate Schedule as established by resolution of the City Council. Carts will remain the property of the contractor. Additional carts can be requested at the expense of the residential dwelling unit owner. Recycling carts and dumpsters are owned by the contracted hauler. All Scandia residents are able to request up to two recycling carts.
(B) Additional trash may be placed for pickup in sealed black bags.
(C) It is the property owner’s responsibility to clean any litter resulting from disturbed bagged trash.
(D) All commercial establishments that sell food, packaged food, or beverages are required to have a garbage container located within ten feet of every public entrance and exit. The garbage container must meet all other applicable city codes. Failure to provide a garbage container will be punishable by a fine per Ch. 32 of this code. Each day the litter container is not present is a separate violation.
(E) No trash, recycling, debris, or construction materials can extend beyond the height and width of the dumpster; all items must be contained within the dumpster. Dumpsters in a residential area are limited to two weeks unless required per Ch. 13 of this code. An extension may be granted if the property owner submits a written request to the Director of Public Works. An extension will be up to the discretion of the city.
