§ 51.06 BILLING.
   (A)    Bills shall be mailed for each account on or before March 5, June 5, September 5 and December 5 of each year and specify the charges in accordance with the current fee schedule set by ordinance of the City Council.
   (B)   All charges shall be due upon receipt and considered delinquent after the fifth day of the following month.
