(A) Registration prior to work. No person may construct, install, repair, remove, relocate, or perform any other work on, or use any facilities or any part thereof, in any right-of-way without first being registered with the city.
(B) General prohibitions. It shall be unlawful to install any tree, shrubbery, landscape feature, irrigation facility, fence, electronic pet containment system (also known as an invisible fence), or any similar feature in the public right-of-way.
