Public improvements made by the city, including sewer, water, street improvements, and park trails, shall be located in a manner so as cause the least possible disruption to preservation heritage land. Where possible, the public improvements, including park trails, shall be located along the boundaries of preservation heritage land, rather than through or across the land.
