§ 52.25 SOLID WASTE DISPOSAL PROHIBITION.
   (A)   No person may place, or transport for placement, solid waste that is generated in the city in a portion of a disposal facility that does not comply with the minimum requirements for design, construction, and operation of a new disposal facility for the type of solid waste being disposed. Pursuant to M.S. § 473.849, this provision is effective January 1, 1992, for disposal facilities located outside the metropolitan area and January 1, 1995, for all disposal facilities regardless of location.
   (B)   No person shall discharge or dispose of MMSW, recyclables, bulky waste, source-separated organic material (SSOM), yard wastes, or hazardous wastes in any street, alley, drive, park, playground or other public place, or upon privately owned property.
