The hearings on license denial or revocation matters shall be conducted by the city council at a time and place designated by it. Based upon the record of such hearings, the mayor and city council shall make a finding and shall sustain, modify or rescind any official notice or order considered at the hearing. A written report of the hearing decision shall be furnished to the applicant or licensee by the mayor and city council. (1977 Code)
