Except as otherwise specifically provided in this code to the contrary, the mayor may renew any license at the beginning of a new license period upon proper application and payment of the required fee. The procedure for the application, granting and issuance of a renewed license shall be the same as for the application, granting and issuance of the first license. (1977 Code)
