2-4-8: VARIATIONS:
   (A)   The city council, by ordinance, may authorize other variations from the provisions of the zoning title where there are particular difficulties or particular hardships in the way of carrying out the strict letter of any of the provisions of the zoning title relating to the use, construction or alteration of buildings or structures or the use of land. However, no such variation shall be made by the city council except in a specified case and after a public hearing before the PZB pursuant to a notice, and after a report with a finding of fact by the PZB as provided by the laws of this state.
   (B)   The city council, by ordinance, without further public hearing, may adopt any proposed variation or may refer it back to the PZB for further consideration; provided however, that any proposed variation which fails to receive the approval of the PZB shall not be passed except by the favorable vote of two-thirds (2/3) of all the councilmen of the city.
