1-7-1: OFFICERS AND EMPLOYEES:
   (A)   Effect: The provisions of this chapter shall apply alike to all officers and employees of the city regardless of the time of the creation of the office or position or the time of the appointment of the officer or employee.
   (B)   Appointments: All officers other than elective officers, shall be appointed by the mayor by and with the consent of the council as provided by statute. Employees of the city shall, in the absence of any provisions to the contrary, be appointed or selected by the mayor. The services of any employee may be terminated at any time by the mayor at his discretion. (1977 Code)
   (C)   Term Of Office: Every appointive officer of the city shall hold office for a term of up to four (4) years or until his successor is appointed and qualified, unless it is otherwise provided by ordinance. In no event shall such appointment exceed the unexpired term of the mayor. In case of a vacancy, it shall be filled in the same manner in which appointments or selections are made, in absence of provisions to the contrary. (Ord. 1835, 4-11-2006)
   (D)   Oath: Every officer of the city shall, before entering upon his duties, take the oath prescribed by 65 Illinois Compiled Statutes 5/3-4-9.
   (E)   Bond: Every officer and employee shall, if required by the council, upon entering upon the duties of his office, give a bond in such amount and with such sureties as may be determined by the council, conditioned upon the faithful performance of the duties of his office or position.
   (F)   Salaries: All officers and employees of the city shall receive such salary as may be from time to time provided by ordinance or resolution.
   (G)   Assignment Of Duties: The council shall have the power to assign to any appointive officer any duty which is not assigned by law or ordinance to some other specific officer. The council shall also determine disputes or questions relating to the respective powers or duties of officers.
   (H)   Records: All records kept by any officer of the city shall be open to inspection by the mayor or any member of the council at all reasonable times, whether or not such records are required to be kept by statute or ordinance.
   (I)   Conservators Of The Peace: The mayor, members of the council and every member of the police department are declared to be conservators of the peace with such powers to make arrests as are given to conservators of the peace by 65 Illinois Compiled Statutes 5/3-9-4.
   (J)   Delivery Of Records: Every officer and employee of the city shall, upon the expiration of his term for any reason, deliver to his successor all books and records which may be the property of the city, and if no successor is appointed within one week after the termination of office, such property shall be delivered to the clerk or treasurer.    (K)   Retiring Employees With Fifteen Or More Years Of Service: All officers and employees who retire from municipal service with fifteen (15) or more years of service to the city shall be provided with a gift of cash in an amount not to exceed one hundred fifty dollars ($150.00), a plaque of recognition identifying their years of service and a retirement reception at city hall.
