The Mayor and City Council, together with department heads will formulate all personnel regulations for both City officials and City employees. Such regulations will be documented in the form of a resolution and will cover wage scales, salaries, leaves of absence, sick pay, vacation pay, holiday pay, longevity promotions, hospitalization and insurance benefits as well as rules relevant to discipline, suspensions and removal from the City roster.
