If a vacancy occurs in the office of a Council member, the vacancy shall be filled for the remainder of the term at the next City election, unless a special election is called. Until such election is held, the vacancy may be filled by the appointment of a Council member by the Mayor and the remaining Council members voting jointly. (1977 Code)
