3-14-8: GENERAL REQUIREMENTS:
   (A)   At all times during the event at least one applicant or a person designated as a "responsible person" shall be present and visible at the event.
   (B)   At all times during the event the Public Event Permit shall be on display in a conspicuous place at the site of the event. Any person working at the event and any applicant or person designated a "responsible person" shall produce the permit to a Savanna police officer, the Chief of Police of the Chief of the Fire Department upon demand.
   (C)   Each applicant shall assure full compliance with all licensing and inspections required by law.
   (D)   Unless otherwise specifically authorized by the Permit, no person working at the event shall:
      1.   Permit ropes or other equipment to be attached to any bench, flower planter, tree, light pole, utility poles or trash receptacle;
      2.   Permit any bench, flower planter, tree, light pole, utility pole or trash receptacle to be used for display of merchandise or advertising materials;
      3.   Permit equipment, goods or advertising materials to be stored on any street, sidewalk, alley or other public place except as authorized by the Permit; or
      4.   Allow any interference with the free flow of pedestrian or vehicle traffic except as specifically authorized by the Permit.
   (E)   No permit shall be assigned or otherwise transferred to any person other than the original applicant or applicants.
   (F)   All persons working at the event shall keep all areas in and around any stationary location or display used in connection with the event clean and free of hazards.
   (G)   At the conclusion df the event, each applicant and person designated as a "responsible person" shall remove or cause to be removed all equipment, including carts, tables, apparatus and merchandise placed or deposited on any City streets, sidewalks, alleys, parking lots and other City property in the course of the event and shall leave the site of the event in broom-clean condition.
   (H)   Food And Beverage Vendors:
      1.   Shall comply with the Carroll County health regulations and this title, governing food and beverages.
      2.   All food and beverage vendors shall be required to apply and pay for their food and beverage permit at least thirty (30) days prior to the event.
   (I)   Trash Management:
      1.   The applicant shall a~range for the placement of necessary garbage containers at the event. Containers shall be emptied as often as necessary to keep garbage off the ground and to allow the lids to be closed tightly. Garbage containers shall be located inan area designated for garbqge and refuse storage only and not in the general vicinity of food or amusement areas. Perimeter fencing shall be installed as determined necessary by the City so as to reasonably control blowing refuse.
      2.   An adequate number of lined garbage containers shall be located a minimum of fifteen feet ( 15') from the food booths for the public.
   (J)   Temporary Restroom and Hand-Washing Facilities:
      1.   The site of the event shall have such functioning restroom facilities as the Committee may require.
      2.   The applicants shall provide soap, water and single use towels at each hand wash station.
      3.   Portable toilet facilities shall be a minimum of one hundred feet (100') from any food service operation.
      4.   Portable toilet units shall be removed within forty-eight (48) hours after said event or will be subject to a one hundred dollar ($100.00) per unit per day fine.
   (K)   Immediately after the event, the applicants shall cause to be cleaned all areas designated by the site plan and shall leave the site in broom-clean condition within twenty-four (24) hours after closing.
   (L)   Road Closure Requirements:
      1.   Any road closures request must be specified in the event permit application.
      2.   Road closures will be subject to local trafic and emergency vehicles.
      3.   Installation of any traffic control devices shall be in accordance with local and state laws.
      4.   The applicant must notify all affected property owners in writing, within the road closure area a minimum of ten (10) days prior to the event. Said notice is subject to review by the Chief of Police, prior to the delivery of said notice.
      5.   The applicants are responsible for placing and removing barricades.
   (M)   Noise: All events must comply with the City of Savanna noise regulations. (Ord. 2320, 2-28-2023)
