3-14-4: ISSUANCE OF A PUBLIC EVENT PERMIT:
   (A)   The Public Events Committee shall approve or deny all applications for Public Event Permits. In making its decision whether to approve or deny an application, the Committee shall consider any factor affecting the public convenience or safety, and in addition shall specifically consider:
      1.   Whether the City should temporarily grant the applicant the right to use City property.
      2.   Whether the City should temporarily close any City rights of way.
      3.   Whether the City should temporarily designate parl<ing areas or temporarily suspend parking regulations within designated areas.
      4.   The costs that will be incurred by the City as a result of the event.
      5.   The capacity of th\3 City to provide support services for the event.
      6.   Any detrimental effects the City or the public might experience from allowing the event.
      7.   The City's exposure to liability from the holding of the event.
      8.   The number of people likely to gather for the event.
      9.   The recommendations of the Chief of Police and the Chief of the Fire Department.
   (B)   If the Public Events Committee finds that the application should be granted, the Committee shall issue a permit with such conditions as the Committee finds to be appropriate under this Code, The permit shall issue over the signature of the Committee Chair.
   (C)   The privilege granted by a permit may include, in addition to any other term or condition appropriate to the public safety and convenience, the following:
      1.   The exclusive right to select and control vendors who shall be authorized to operate within the area designated for such event.
      2.   The right to designate sites within such area where such vendors shall be permitted to operate for the duration of the event.
      3.   The right to charge !Such vendors for a fee or commission for the privilege of operating within the area designated for the event. The applicant shall be responsible for all acts of such vendors, including all obligations arising from the City Code. (Ord. 2320, 2-28-2023)
