All new buildings shall conform to the bulk regulations established herein for the district in which each building is located, and no existing building shall be enlarged, reconstructed, structurally altered, converted, or relocated in such a manner as to conflict with the bulk regulations of this title for the district in which such building shall be located, except in a residence district, a lot of record which was designated as a numbered lot in the recorded subdivision plat that was a record prior to the effective date of this title and such lot does not conform with the minimum lot width or area requirements of this title may be used for a single- family detached dwelling, provided there is conformance with all other applicable regulations of this title, or as otherwise permitted in this title.
