10-1-3: RULES:
   (A)   Words used in the present tense shall include the future;
   (B)   The singular number shall include the plural and the plural the singular;
   (C)   The word "building" shall include the word "structure";
   (D)   The word "shall" is mandatory and not directory, and
   (E)   The word "may" is permissive. (1977 Code)
