It is hereby declared to be the policy of the city that it is the duty of any person in whose name a vehicle is registered with the secretary of state to be responsible for compliance by that vehicle with all parking ordinances of the city. Proof of registration of a motor vehicle and proof of a violation of this title shall be construed a prima facie proof that the registered owner of such motor vehicle was the user or operator thereof at the time of the violation charged.
