Any person who violates the provisions of this chapter shall be fined ten dollars ($10.00) if such fine is paid within seventy two (72) hours, and if said fine is not paid within seventy two (72) hours, then the fine shall be twenty dollars ($20.00) and shall remain so until ten (10) days after the mailing of a notice by the city to the violator. If the fine has not been paid within the aforesaid ten (10) day period, the fine shall be determined as provided in section 1-4-1 of this code, and a criminal complaint shall be filed in the circuit court for the county, and a notice to appear shall be issued to the person in whose name the vehicle is registered, notifying that person to appear before the circuit court of the county to answer the charge of overtime parking.
