A parking time limit of two (2) hours is hereby established for the areas hereinafter designated between the hours of eight o'clock (8:00) A.M. to six o'clock (6:00) P.M. daily, except Sundays and holidays. The following days shall be designated as holidays:
January 1, New Year's Day
February 12, Lincoln's Birthday
February 22, Washington's Birthday
Memorial Day
July 4, Independence Day
Labor Day
November 11, Veterans Day
Thanksgiving Day
December 25, Christmas Day
(A) The following are established as two (2) hour parking zones: (Ord. 1181, 11-13-1979)
1. Main Street: Main Street from Washington Street to Quincy Street, except as to such portions thereof as are reserved for bus stops, cabstands, driveways or spaces for public building entrances and exits. This parking limitation on Main Street applies every day including weekends and holidays. (Ord. 1540, 8-8-1995)
2. Adams Street: Adams Street, to the alley which lies approximately one hundred twenty feet (120') west of Main Street.
3. Jefferson Street: Jefferson Street from the alley which lies approximately one hundred twenty feet (120') east of Main Street, to the alley which lies approximately one hundred twenty feet (120') west of Main Street.
4. Madison Street: Madison Street from the alley which lies approximately one hundred twenty feet (120') east of Main Street, to the alley which lies approximately one hundred twenty feet (120') west of Main Street.
5. Murray Street: Murray Street from the alley which lies approximately one hundred twenty feet (120') east of Main Street, to the alley which lies approximately one hundred twenty feet (120') west of Main Street. (Ord. 1181, 11-13-1979)
6. Parking Lot No. 4: The following described real estate owned by the city and maintained by the city as and for an off street parking facility be and is hereby designated as parking lot no. 4: The portions of lots 1 and 2, block 6, original town, a subdivision in Savanna, Carroll County, Illinois, improved for off street parking purposes.
No owner or operator of any vehicle shall park a vehicle in the limited parking time areas set forth in parking lot no. 4 for a period of time specified in this section, except that parking spaces posted "Parking Reserved for City Employees – 8:00 A.M. to 6:00 P.M. except Sundays and Holidays" shall not be so limited.
It shall be unlawful for the owner or operator of any vehicle not a designated city employee to park any vehicle in the reserved spaces in parking lot no. 4. (Ord. 1264, 4-10-1984)
(B) The chief of police or any other person authorized by the mayor and council shall cause signs to be posted in all areas where parking is limited or prohibited, indicating such limitations or prohibitions.
Every driver of a vehicle, except emergency vehicles, shall adhere to the parking lines or markings as are established for vehicles.
It shall be unlawful to permit any vehicle to stand, or to park any vehicle in any of the areas designated in this section for a period longer than two (2) hours on the days and during the hours specified in this section. (Ord. 1181, 11-13-1979)
