Any vehicle which is parked or left standing in violation of any of the provisions of this title shall, upon order of the chief of police, be towed away at the expense of the owner of said vehicle. The owner or operator of such towed vehicle shall pay the towing expenses and such reasonable fee for handling, as is determined by the city comptroller, and may reclaim the vehicle at the police office in the city hall.
