9-1-31: STANDING OR PARKING CLOSE TO CURB:
No person shall stand or park a vehicle in a roadway other than parallel with the edge of the roadway or curb, headed in the direction of traffic, and with the two (2) right wheels of the vehicle within twelve inches (12") of the edge of the roadway or curb, except upon those streets which have been marked or indicated by signs for angle parking, vehicles shall be parked at the angle to the curb indicated by such mark or signs.
It shall be illegal to park a vehicle on hills within the city, except as follows:
   (A)   Vehicles descending shall park with the front wheels turned toward the curb.
   (B)   Vehicles ascending shall park with the front wheels turned toward the traffic and resting firmly against the curb.
   (C)   Transmissions must be set in gear or "park".
   (D)   Brakes must be set and remain locked while the vehicle is parked. (1977 Code)
