9-1-26: STOPPING, STANDING AND PARKING:
   (A)   It shall be unlawful for any person to park any vehicle in any place where official signs prohibit parking.
   (B)   No person shall stop, stand or park any vehicle upon any street, other than an alley, in such a manner or under any such conditions as to leave available less than eighteen feet (18') of the width of the roadway for free movement of vehicular traffic on a street thirty two feet (32') or more in width, or less than twelve feet (12') on a street less than thirty two feet (32') in width, except that a driver may stop temporarily during the actual loading or unloading of passengers, merchandise or materials or when necessary in obedience to traffic regulations or traffic signs or signals of a police officer.
   (C)   No person shall park a vehicle within an alley in such a manner or under such conditions as to leave available less than ten feet (10') of the width of the roadway for the free movement of vehicular traffic. It shall be unlawful for any person to park any vehicle of any kind or character in and upon any public alley within the city, except for the purposes of loading and unloading. (1977 Code)
   (D)   It shall be unlawful for any person to park any vehicle of any kind or character, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control device, within twenty five feet (25') of a crosswalk or an intersection within the city, unless the vehicle is parked within a designated and marked parking space.    (E)   No person shall park a semitrailer, truck/tractor or school bus, including any vehicle originally designed as a school bus whether or not it is actually used for that purpose, on either public property or private property in residential zoning districts and B-4 general business zoning districts except as otherwise herein allowed for specific uses or specific locations, as follows:
      1.   Specific Uses: Parking of semitrailer, truck/trailer type vehicles shall be allowed on private property in B-4 general business zoning districts at hotels, motels and restaurants only.
      2.   Specific Locations:
         (a)   Parking of semitrailer, truck/tractor type vehicles shall only be allowed on public property in B-4 general business zoning districts after establishing by ordinance "truck parking zones". Said zones shall be specifically described and properly signed to clearly identify the portion of public property designated for a truck parking zone.
         (b)   Parking of a semitrailer, truck/tractor or school bus shall only be allowed on private property in residential and B-4 zoning districts whenever said vehicles are actually delivering, unloading or loading persons or personal property to and from premises in such residential and B-4 zoning districts.    (F)   It shall be unlawful for any person to stop, stand or park any vehicle, or to otherwise occupy or block any space designated by an official sign as a fire lane. Any owner or occupant of premises adjoining a fire lane who allows such stopping, standing or parking shall also be guilty of a violation of this subsection.
   (G)   It shall be unlawful for any person to stop, stand, or park any vehicle upon a public street for the purpose of conducting repair, modification or maintenance upon such vehicle. It shall be unlawful to perform repair, modification or maintenance upon any vehicle while it is stopped, standing, or parked upon a public street. It shall be unlawful for the owner, operator, lessor, or other person having control over any vehicle to knowingly permit repair, modification or maintenance to be performed upon a vehicle while it is stopped, standing, or parked upon a public street. This subsection shall not prohibit emergency repair, modification or maintenance necessary to enable the vehicle to operate under its own power, or be pushed or towed in compliance with this or any other applicable traffic regulation.    (H)   It shall be unlawful for any person to park any vehicle upon the public parkways within the city. (Ord. 1561, 4-9-1996)
   (I)   When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any of the streets or portions thereof described in the following schedules: (1977 Code)

Parking shall be prohibited at all times upon the following streets or portions thereof:
Clay Street from Third Street to Fourth Street.
Cook Street from Hill Street to Diagonal Street.
Cragmoor Avenue from Longmoor Avenue to the end of Cragmoor Avenue north of Glenmoor Avenue.
Keller Street from Milwaukee Street to the end of paved portion north.
Main Street from Division Street to north city limits.
Main Street from Washington Street to Chicago Avenue.
Milwaukee Street from Oakwood Heights to Mulberry Street.
Mulberry Street from Milwaukee Street to Walnut Street.
Olive Street from Elm Street to Towanda Street.
Pike Road from Viaduct Road to the alley east.
Viaduct Road from Chicago Avenue to the south city limits and relocated Illinois Route 84 between Chicago Avenue and Pike Road.
Wayne King Drive from the south line of Randolph Street to the river north.

Chicago Avenue, on the east side, from the southerly line of Michigan Avenue for a distance of seventy five feet (75').
Chicago Avenue, on the west side, from Arlington Street to Belmont Avenue.
Clay, North Fourth and Webster Streets as follows:

Designation of municipal parking lots:
      1.   Parking Lot No. 1: The following described real estate owned by the city and maintained by the city as and for an off street parking facility be and it is hereby designated as parking lot no. 1:
The east 70 feet of lots 6, 7, 8, 9, 10 in Block 9, Original Town, a subdivision in Savanna, Carroll County, Illinois, commonly described as lying west of the alley west of Main Street between Madison Street and Murray Street.
      2.   Parking Lot No. 2: The following described real estate owned by the city and maintained by the city as and for an off street parking facility be and it is hereby designated as parking lot no. 2:
The east 60 feet of lots 7, 8, 9, 10 in Block 8, Original Town, a subdivision in Savanna, Carroll County, Illinois, commonly described as lying west of the alley west of Main Street between Jefferson Street and Madison Street.
      3.   Parking Lot No. 3: The following described real estate owned by the city and maintained by the city as and for an off street parking facility be and it is hereby designated as parking lot no. 3, commonly described as lying south of the fire station.
      4.   Limited Unmetered Time Parking: Except as hereinafter set forth, no owner or operator of any vehicle shall park a vehicle in the limited parking areas hereinabove set forth of parking lot nos. 1, 2 and 3 for a period of time longer than twenty four (24) consecutive hours.
      5.   Marking Spaces: The superintendent of public works shall have painted or placed upon parking lot nos. 1, 2 and 3 for the purpose of designating the parking space and the angle at which vehicles are to be parked. Each vehicle parking within the lots shall park within the lines of parking so established. No owner or operator shall park any vehicle across any such line or marking or park a vehicle in such a position that the same shall not be entirely within the area designated by such lines or markings.
      6.   Signs To Be Posted: The superintendent of public works shall erect appropriate signs on the unmetered time parking lots, hereinabove set forth, informing the public that parking thereon is limited as hereinabove provided. (1977 Code)
