Any police officer of the city shall be authorized to affix to any vehicle parked contrary to the provisions of this title, a notification tag notifying the driver or owner of the vehicle of such violation and notifying such owner or operator to appear before a judge as may be named upon the notification tag at the hour and date mentioned upon the notification tag, to answer the charge of parking contrary to this title, or to pay a fine as prescribed by ordinance. Upon failure of the owner or operator of the vehicle to appear before the judge at the hour and day mentioned upon the tag, or to pay the fine prescribed by ordinance, a complaint may be signed, causing the arrest of such owner or operator, or both.
