It shall be unlawful to park any vehicle on any public street or portion thereof within the city at any time when such street is being cleaned or having snow removed. Appropriate signs indicating that such street or portion thereof is being cleaned or having snow removed shall be posted at least twelve (12) hours before the start of the operation and shall be removed upon completion of the operation.
