8-4-21: BILLS; NONPAYMENT OF BILLS, PENALTY WAIVER, REINSTATEMENT FEE:
   (A)   Bills; Residential, Commercial: Bills for all water service charges for all residential, commercial and other establishments, excepting industrial use accounts shall be made quarterly one month after the expiration of the quarterly period by zones established for water zones 1, 2, 3 and 4 for which service has been supplied and the charges shall be payable within fifteen (15) days after the first day of the month that such bill is due and payable.
   (B)   Bills, Industrial: Bills for all water service charges for all industrial customers shall be made monthly one month after the expiration of the monthly period by zone established for water zone 5 for which service has been supplied and the charges shall be payable within fifteen (15) days after the first day of the month that such bill is due and payable.
   (C)   Nonpayment Of Bills: A penalty of ten percent (10%) shall be added to the total net bill of customers failing to pay such water service bill in full within fifteen (15) days after the first day of the month that such bill is due and payable.
If said bill has not been paid within twenty five (25) days after the first day of the month that such bill is due and payable, the customer shall be sent a final notice that such service shall be terminated thirty (30) days after the first day of the month that such bill is due and payable by turning off the water service. Said service shall not be reestablished until the service bill is paid in full.
If said service has been terminated for nonpayment and the customer is a tenant, the owner shall be notified that such service has been terminated and said bill is due and payable by said owner.
Failure to receive a water service bill will not relieve a property owner or customer from payment for water services supplied. Written notice must be given by the owner or authorized agent to forward service bills to any other address than the premises supplied.
   (D)   Penalty Waiver: Upon request by the customer, the city may waive the ten percent (10%) penalty charge on the current billing period, but not more than once each calendar year. (Ord. 1235, 2-9-1982)
   (E)   Reinstatement Charges: Customers whose services are terminated because of nonpayment of service bills when due and payable shall be required to pay a reinstatement charge of thirty dollars ($30.00) before service will be restored. Said charge shall be in addition to any penalty, service or other charge. (Ord. 1723, 3-13-2003)
