For the purpose of the operation of the water system of the city, the city will be divided into five (5) water zones and the calendar year will be divided into quarterly periods, except as noted hereafter, for each water zone.
(A) Water Zones:
1. Zone 1 shall consist of that portion of the city north of the north side of Washington Street beginning at the east bank of the Mississippi River, thence westerly to the Fifth Street intersection and that portion of the city west of a line extended northerly along the west side of Fifth Street from Washington Street to the Adams Street and Diagonal Street intersection, thence northerly along the west side of Diagonal Street to the Summit Street intersection, thence northerly along a line extended to the North Fifth Street and Tower Road intersection, thence northerly and easterly along the westerly and northerly side of North Fifth Street to the city corporate limits on North Fifth Street.
2. Zone 2 shall consist of that portion of the city south and east of the boundary line of zone 1 hereinabove described and west of a line beginning at the west end of Longmoor Avenue, thence southeasterly to the east end of Elm Street (Bench Street), thence southwesterly to the west end of Pike Road, thence south to the north bank of the Plum River.
3. Zone 3 shall consist of that portion of the city east of the easterly boundary line of zone 2 hereinabove described.
4. Zone 4 shall consist of all commercial use accounts.
5. Zone 5 shall consist of all industrial use accounts.
Accounts: The comptroller shall establish a proper system of accounts and shall keep proper books, records, and accounts, and at regular intervals he shall cause to be made an audit by an independent auditing concern of the books to show the receipts and disbursements of the water system. (B) Billing Periods: The calendar year is hereby divided into quarterly and/or monthly periods by water zones, said periods to begin on the first days of the months as follows:
1. Zone 1: February 1, May 1, August 1, and November 1.
2. Zone 2: March 1, June 1, September 1, and December 1.
3. Zone 3: January 1, April 1, July 1, and October 1.
4. Zone 4: February 1, May 1, August 1, and November 1.
