8-4-11: WATER SHORTAGE:
Whenever, in the judgment of the mayor, drought or other public exigency may require it, he shall have the right and authority by proclamation published in some newspaper printed or published in the city to limit in respect of time and also of quantity the use of such water, and to suspend fully such use for public or private fountains, sprinkling for any other purpose except immediate domestic care, until such exigency has passed, and it shall be unlawful for any person or corporation to draw or use any such water or permit the same to run or be drawn or used in violation of such proclamation from and after the publication of said proclamation.
During periods of such exigency, water service to users outside of the city limits may be suspended until the water supply available for city residents has reached a normal level in the judgment of the mayor. (1977 Code)
