Upon failure of any person to trim trees, shrubs or plants as hereinbefore or hereinafter stated, the city superintendent may give notice of a general nature in the local newspaper for property owners to trim said trees, and upon failure to do so, the city may cause the same to be trimmed and the expense thereof shall be levied, certified and collected in the same manner as special assessment for repairing and replacing sidewalks.
