It shall be unlawful to deposit on any public sidewalk any material which may be harmful thereto, or any waste material, or any glass or other articles which might cause injury to persons, animals or property. The person who deposits any article on the sidewalk shall be responsible to anyone for any injury by reason of the presence on the sidewalk of any obstruction. (1977 Code)
