Any disputes pertinent to wastewater bills, service fees, sewer fees, penalties and any other charges or fees may be filed with the sewer department by the owner in the form of an appeal application. Such appeal application shall be filed with the sewer department prior to the date due. The appeal application shall specify the circumstances constituting the dispute. The sewer department shall transmit to the sewer committee, commission or board as established by the corporate authorities, the appeal applications and all other papers constituting the record upon which the action appealed from was taken. The committee, commission or board shall set a hearing date within ten (10) days from date of application. Upon the hearing, any party may appear in person or by agent or attorney. The applicant shall be notified as to time and place of said hearing. The administrative decision shall be made within thirty (30) days from date of application and said decision shall be final.
