Water loss shall be as regulated in the water regulations of this code 1 , except where meters are set in pits and the water loss occurred between the meter pit and the building foundation wall and the water loss did not flow into the wastewater facilities, then no wastewater service charges beyond the established average usage for said premises shall be rendered as determined by the city superintendent.
