(A) Bill Payment; Monthly/Quarterly: All residential, commercial and other establishments, except industrial use accounts, shall pay the charges herein provided for wastewater service, and such other charges shall be made quarterly, thirty (30) days after the expiration of the quarterly period, by zones, for which service has been supplied, and such charge shall be payable within fifteen (15) days after rendition thereof, and in the event such bills are not paid within said fifteen (15) day period, a penalty of ten percent (10%) shall be added thereto.
All industrial use accounts shall pay the charges herein provided for wastewater service, and such charges shall be paid monthly; thirty (30) days after the expiration of the monthly period for which service has been supplied, and such charge shall be payable within fifteen (15) days after rendition thereof, and in the event such bills are not paid within said fifteen (15) day period, a penalty of ten percent (10%) shall be added thereto unless such penalty is waived by the city council for good cause shown such as billing cycle issues or the timing of the corporation's approval of the bill. (B) Nonpayment Of Bills: A penalty of ten percent (10%) shall be added to the total net bill of customers failing to pay such wastewater service bill in full within fifteen (15) days after the first day of the month that such bill is due and payable.
If said bill has not been paid within twenty five (25) days after the first day of the month that such bill is due and payable, the customer shall be sent a final notice that such service shall be terminated thirty (30) days after the first day of the month that such bill is due and payable by turning off the water. Said service shall not be reestablished until the service bill is paid in full.
If said service has been terminated for nonpayment and the customer is a tenant, the owner shall be notified that such service has been terminated and said bill is due and payable by said owner.
Failure to receive a wastewater service bill will not relieve a property owner or customer from payment for wastewater services supplied. Written notice must be given by the owner or authorized agent to forward service bills to any address other than the premises supplied.
(C) Penalty Waiver: Upon request by the customer, the city may waive the ten percent (10%) penalty charge on the current billing period, but not more than once each calendar year. (Ord. 1235, 2-9-1982)
(D) Reinstatement Charge: Customers whose services are terminated because of nonpayment of service bills when due and payable shall be required to pay a reinstatement charge of thirty dollars ($30.00) before service will be restored. Said charge shall be in addition to any penalty, service or other charge. (Ord. 1729, 5-13-2003)
(E) Exceptions:
1. The Savanna township park district shall be provided, without charge, a single sanitary service fee for one restroom facility, located in the Marquette Park facility, within the corporate limits of the city of Savanna, along the shores of the Mississippi River and between Division Street and Randolph Street.
2. The city of Savanna shall reserve unto itself the authority and right to rescind its action to provide free sewer service fees with or without cause upon thirty (30) days' written notice to the Savanna township park district. (Ord. 1737, 8-12-2003)
