Persons desiring to avail themselves of the services of the city's wastewater system shall make application therefor with the city comptroller on a form provided for that purpose.
Wastewater service accounts shall be in the name of the owner of the property serviced and only such owner shall be recognized as the consumer, except as noted hereinafter. The owner of the respective premises serviced shall be held responsible for the payment of all wastewater charges and all other proper charges in connection with the wastewater services to said respective premises, but such payments will be accepted from the tenant or tenants of said respective premises if rendered by them, but the acceptance of such payments from said tenant, shall not relieve the owner from the responsibility of and for the payment of water rentals or other service charges not paid when due.
Wastewater service accounts may be established in the name of a customer other than the owner only after the owner has been advised of his responsibility for payment and only after the owner has affixed his signature on an affidavit form supplied by the city. (1977 Code; amd. Ord. 1118, 5-10-1977)
