(A) Deposits In Streets Prohibited: It is unlawful for any person to pour, empty, sweep, throw, deposit or place into or upon any street, avenue, sidewalk, alley, parkway or public place in the city, or in the sewers or gutters thereof, any garbage, slop, dirt, waste, wastepaper, grass, lawn clippings, leaves or other refuse matter.
(B) Illegal Deposits: It is unlawful for any person to pour, empty, sweep, throw, deposit or place within the limits of the city any garbage, slop, dirt, waste, wastepaper, grass, lawn clippings, leaves or other refuse matter, in such a manner that it may be carried or deposited by the action of the wind, rain or snow into or upon any street, avenue, sidewalk, alley, parkway or public place in the city, or the sewers or gutters thereof.
