Public exhibitions or displays of fireworks or pyrotechnics shall be permitted when such display or exhibition is under expert supervision; provided, however, that no public exhibition or display of pyrotechnics shall be had without first obtaining the approval of the fire chief of the place of exhibition, the consent of the council and the payment of a permit fee of one dollar ($1.00) to the clerk.
