No person shall keep or maintain any building or other structures in the city in such a manner as to endanger persons or property because of faulty construction, age, lack of repair or in such condition as to become especially liable to fire, or liable to cause injury or damage by collapse or otherwise, and no person shall permit or allow any combustible, explosive or inflammable conditions to exist in or around any such building or structure to the extent of endangering the same or other property.
