All that part of the city embraced within the following described territory is constituted and declared to be the fire limits of the city:
Beginning at the northwest corner of Chicago Avenue and Third Street and extending northerly along the westerly line of Third Street to the south line of Webster Street, thence westerly along the south line of Webster Street to the east bank of the Mississippi River, thence southerly along the east bank of the Mississippi River to the north line of Chicago Avenue, thence easterly along said north line of Chicago Avenue to the place of beginning.
