4-3-4: SIGNS; MANUFACTURING ZONING DISTRICTS:
   (A)   Business and advertising devices are permitted, subject to the following regulations:
      1.   Signs on awnings shall be exempt from the limitations imposed by this chapter on the projection of signs from the face of the wall of any building or structure, provided that any sign located on an awning shall be affixed flat to the surface thereof, shall be nonilluminated, and shall indicate only the name and/or address of the establishment. Further, no such sign shall extend vertically or horizontally beyond the limits of said awning.
      2.   No advertising device shall hereafter be erected or relocated within three hundred feet (300') of the right of way line of any limited access highway if the face thereof is visible therefrom, and advertising devices located at a greater distance than three hundred feet (300') from the right of way line of any limited access highway and visible therefrom shall not exceed in gross area in square feet one two-hundredth (1/200) times the square of the distance of such advertising device from said access highway.
      3.   Signs shall not have moving parts, but may have constant illumination, provided that an illuminated sign located in direct line of vision of any traffic control signal shall not have illumination of red, green or amber color. Where a sign is illuminated by light reflected upon it, direct rays or light shall not beam upon any part of any existing residential buildings, nor into a residential district or into a street.
      4.   Any sign not attached to a building, which is located within three feet (3') of a driveway parking area, or within fifty feet (50') of the intersection of two (2) more streets, shall have the lowest elevation of at least twelve feet (12') above the curb level.
      5.   The gross surface area in square feet of all business signs on a lot shall not exceed six (6) times the lineal feet of frontage of the lot and each side of the lot which abuts upon a street shall be considered a separate frontage.
      6.   A sign, affixed to a building shall not extend outward therefrom more than two feet (2') and a ground sign shall be located not less than thirty feet (30') from a lot line adjoining a street, except such a sign having its lowest elevation at least twelve feet (12') above curb level and supported by one or not more than two (2) columns having a diameter or equivalent of not more than twelve inches (12") excluding a structural element of greater area projecting not more than two feet (2') above the ground at the base of the sign, or a ground sign projecting not more than two feet (2') above the ground below it, may be located within ten feet (10') of such lot line.
      7.   A sign attached to a building shall not project higher than four feet (4') above building height.
      8.   Only one double faced advertising sign shall be permitted on a lot having one hundred feet (100') or less of street frontage. It may have a gross surface area for each display surface of not more than the gross surface area of a standard poster panel, fifteen feet by twenty five feet (15' x 25') in dimension. On a lot having more than one hundred feet (100') of street frontage, one additional such advertising sign shall be permitted for each one hundred feet (100') or part thereof of street frontage, not more than two (2) sign structures may be adjoined or separated by not more than five feet (5') of open space and there shall be a distance of not less than one hundred feet (100') between the next sign or group of two (2) signs on the same adjoining lot.
      9.   Advertising signs attached to a building wall shall not project therefrom more than two feet (2'), nor project higher than the building height. A ground sign shall be located no less than thirty feet (30') from a lot line adjoining a street, twenty feet (20') from a rear lot line, five feet (5') from a side lot line and one hundred feet (100') from a residential zoning boundary line.
