4-3-3: SIGNS, AWNINGS AND MARQUEES IN BUSINESS ZONING DISTRICTS AND COMMERCIAL-RECREATION ZONING DISTRICTS:
   (A)   Awnings, marquees and nonflashing illuminated business signs with no moving parts are permitted subject to the following:
      1.   Signs shall not be illuminated between the hours of eleven o'clock (11:00) P.M. or at the time of close of business, whichever is later, and seven o'clock (7:00) A.M.
      2.   A sign in direct line of vision of any traffic signal shall not have red, green or amber illumination. (1977 Code)
      3.   The gross surface area in square feet of all signs on a lot shall be not more than three (3) times the number of linear feet in the length of the front lot line. (Ord. 1558, 3-12-1996; amd. Ord. 1663, 11-28-2000)
      4.   All signs shall be affixed against the building walls and may project from a building wall not more than six feet (6') but said signs shall not extend nearer the curb line than two feet (2'), under any circumstances, except that ground signs are permitted subject to the following provisions:
         (a)   One ground sign facing each street which identifies the name and address of the business and a nonflashing illuminated bulletin area for advertising special features within may be erected in addition to signs affixed to the building walls.
         (b)   Such ground signs shall have all supporting members on private property and no sign shall extend over public property more than six feet (6') and said sign shall not extend nearer the curb line than two feet (2') under any circumstances and such ground signs extended over said public property shall have their lowest level not less than eight feet (8') above the grade below it.
         (c)   Ground signs projecting not more than six feet (6') above the grade below said signs shall be not less than ten feet (10') from the lot corner when located on an intersection of two (2) or more streets or on a corner lot. (Ord. 1129, 9-27-1977)
      5.   In a planned development one ground sign facing each street which identifies the name and address of the shopping center and a bulletin area for advertising special features therein may be erected in addition to the signs affixed to the building walls. Such ground sign shall be not less than ten feet (10') from any lot line and have a gross surface area of not more than four hundred fifty (450) square feet which may be in addition to the maximum gross surface area as permitted in subsection (A)3 of this section.       6.   A sign affixed to a building shall not project higher than fifteen feet (15') above building height.
      7.   Awning and marquee construction regulations shall be governed by the building codes of the city. (1977 Code)
