4-2-7: MINIMUM STANDARDS FOR LIGHT, VENTILATION AND HEATING:
No person shall let, rent, or offer for a consideration to another for occupancy any dwelling or dwelling unit, for the purpose of living therein which does not comply with the following minimum requirements:
   (A)   Every habitable room shall have at least one window facing directly to the outdoors. The minimum total window area, computed on the basis of clear glass surface, for every habitable room shall be seven percent (7%) of the floor area of such room. Whenever a window of any such room faces or abuts on any structure located less than three feet (3') from the window and extending to a level above that of the ceiling of the room, such a window shall not be deemed to face directly to the outdoors and shall not be included as contributing to the required minimum total window area.
   (B)   Every habitable room shall have at least one window which can be easily opened, or such other device as will adequately ventilate the room. The total of openable window area in every habitable room shall be equal to at least forty five percent (45%) of the minimum window area size as required by subsection (A) of this section except where there is supplied some device affording adequate ventilation and approved by the officer of the city.
   (C)   Every bathroom and water closet compartment shall comply with the light and ventilation requirements for habitable rooms contained in subsections (A) and (B) of this section, except that no window shall be required in adequately ventilated bathroom and water closet compartments equipped with a mechanical ventilation system approved by the officers of the city.
   (D)   Every dwelling unit shall be supplied with water heating facilities, properly installed and maintained in good and safe working order.
   (E)   Every habitable room shall contain at least two (2) separate floor or wall type electric convenience outlets, or one such convenience outlet and one supplied ceiling type electric light fixture; and every water closet compartment, bathroom, laundry room, furnace room and public hall shall contain at least one supplied ceiling or wall type electric light fixture. Every such outlet and fixture shall be properly installed, shall be maintained in good and safe working condition, and shall be connected to the source of electric power in a safe manner.
   (F)   Every dwelling unit shall have heating facilities which are properly installed, are maintained in safe and good working condition, and are capable of safely and adequately heating all habitable rooms, bathrooms, and water closet compartments in every dwelling unit located therein to a temperature of at least seventy two degrees Fahrenheit (72°F), at a distance of three feet (3') above floor level when the outside temperature is ten degrees below zero degrees Fahrenheit (-10°F).
   (G)   Every family unit or rooming unit to which heat is furnished from a heating plant used in common for the purpose of heating the building shall be supplied with heat. Without such undue restriction or ventilation as to interfere with proper sanitary conditions, to provide a minimum temperature of seventy degrees Fahrenheit (70°F) at six thirty o'clock (6:30) A.M. and seventy two degrees (72°) at eight thirty o'clock (8:30) A.M. and thereafter until ten thirty o'clock (10:30) P.M. and a minimum temperature of sixty degrees Fahrenheit (60°F) thereafter until six thirty o'clock (6:30) A.M. averaged through the family unit or rooming unit.
   (H)   Every public hall, stairway and passageway in every multiple dwelling containing four (4) or more dwelling units shall be adequately lighted at all times. Every public hall, stairway and passageway in structures devoted solely to dwelling occupancy and containing less than four (4) dwelling units shall be supplied with conveniently located light switches, controlling an adequate lighting system which may be turned on as needed.
   (I)   The unobstructed width of a hallway, passageway or stairway in a multiple dwelling or rooming house shall be not less than thirty six inches (36"). Hallways above the first story shall not extend beyond an exit doorway.
   (J)   During that portion of each year when the officers of the city deem it necessary for protection against mosquitoes, flies and other insects, every door opening directly from a dwelling unit to outdoor space and used, or intended to be used, for ventilation, shall have supplied screens in good repair and spring or other self-closing device; and every window and every other opening to a basement or cellar used, or intended to be used, for ventilation which might provide an entry for rodents, shall be supplied with a screen in good repair or other device as will effectively prevent such entry.
