The city hereby adopts by reference California's Model Water Efficient Landscape Ordinance, developed by the State's Department of Water Resources and set forth in Cal. Code of Regs. Title 23, §§ 409 et seq., to the landscape projects enumerated therein. Nothing in this section is intended to exempt or excuse compliance with the applicable state standards and guidelines.
