Any person, upon the effective date of this section, operating an arcade and holding a valid business license for such operation, is exempt from the provisions of this section; provided, however, that no expansion of the use will be permitted without the facility complying with the provisions of this section. Expansion will include any increase in the number of machines or in floor area after the effective date of this chapter.
