Passenger loading areas must be provided at schools, day care centers, hospitals, clinics, and similar facilities where passengers are frequently loaded and unloaded. The loading area must consist, at a minimum, of a bay or similar feature that allows vehicles to load and unload passengers without impeding vehicle flow.
