(A) The minimum standards of this chapter will apply to all new construction, expansion, renovation, conversion, and alteration of existing uses or structures in all zones.
(B) Off-street parking and loading spaces must be provided at the time of commencement of the use of the land or construction of the building, or at the time of renovation, conversion, alteration, or expansion by adding floor area, dwelling units, rooms, beds, or seats to a structure.
