(A) Permitted uses. Permitted uses in the Open Space Parks and Recreation (OPR) Zone are as follows:
(1) Parks, picnic areas, and playgrounds;
(2) Hiking, biking, and equestrian trails;
(3) Preservation and use of historic landmarks;
(4) Flood control channels and other waterways; and
(5) Landscaped areas for passive use.
(B) Uses requiring a Conditional Use Permit. The following uses may be permitted in the Open Space Parks and Recreation (OPR) Zone subject to Conditional Use Permit review pursuant to Chapter 16.218 (Conditional Use Permits) of this Title 16. Special conditions that may apply to these or other civic/institutional uses are contained in Chapters 16.54 through 16.76 (Standards for Specific Land Uses) of this Title 16.
(1) Public or private equestrian stables;
(2) Public and private country clubs and golf courses, except miniature golf;
(3) Public and private athletic fields and facilities;
(4) Commercial outdoor recreation facilities;
(5) Shooting ranges and gun clubs; and
(C) Use requiring a Temporary Use Permit. The following use may be permitted with a Temporary Use Permit pursuant to Chapter 16.228 (Temporary Use Permits) of this Title 16:
(1) One-time or annually occurring events such as arts and craft shows and exhibits, carnivals, circuses, fairs, seasonal outdoor sales, and farmers' markets.
