(A) Within ten days of receiving the appeal or, if a hearing is requested, after a hearing, the hearing officer must provide the responsible person with a written notification that:
(1) The response cost invoice is affirmed;
(2) The response cost invoice is modified; or
(3) The response cost invoice is vacated.
(B) The hearing officer's decision is a final determination. There is no right of City Council appeal.
